Background On Entry Requirements For First-Time FDWs
In 2005, the Ministry of Manpower (MOM) introduced a package of new entry requirements for FDWs. They included raising the minimum age requirement for first-time applicants from 18 to 23 years;1 introducing a minimum education requirement of eight years of formal education; and introducing a written English entry test for first-time applicants. FDWs have to pass the entry test within three working days of arrival, excluding the day of arrival, and prior to the issuance of the Work Permit. FDWs are allowed a maximum of three attempts to pass the test, failing which they are repatriated.
The new entry requirements were implemented to raise FDW quality; reduce management problems such as abuses or unnatural deaths due to work-related accidents and suicides; bring in more mature FDWs who generally adapt better to working in a foreign, urban environment; and ensure FDWs were able to understand basic safety instructions and possess literacy and numeracy skills to perform household tasks.
Since 2004, first-time FDWs are also required to attend a half-day Safety Awareness Course (SAC) before being deployed to their employers, to ensure that they are able to work safely and are aware of their rights and responsibilities.
1. Applicants who have previously worked in Singapore need only be aged 18 years or above. The maximum age limit for all FDWs applying to work in Singapore is 50 years old at the time of the Work Permit application.
